The PPT approach is a quick way to get mediocre results but as you rightly say, culture is the key to change. You can lead people by their paychecks but they will willingly walk with you when cultural values align. Combining CULTURE with "intra-organisational" transactions and THEN working your way up via people, processes (with the prior knowledge gained through cultural examination and gentle manipulation) and technology have a longer-lasting, deeper and more meaningful impact.
